Training "Developing and implementing the programs for preparing the release of detainees from the penitentiary institutions of the Republic of Moldova" Chisinau, 28-30 of September 2006

In the period of 21-23 of September 2006, the Institute for Penal Reform, financed by Swedish International Development Agency (SIDA) and Moldova Soros Foundation has organized a training in Chisinau named "Developing and implementing the programs for preparing the release of detainees from the penitentiary institutions of the republic of Moldova".

This activity is included in the project "STRENGTHENING CIVIL SOCIETY IN MOLDOVA: MARGINALIZED GROUPS. SOCIAL RE-INTEGRATION OF EX-DETAINEES" financed by Swedish International Development Agency (SIDA) and Moldova Soros Foundation.

Within this training there have been participated both national experts :psychologists, social assistants and international ones: (under-inspectors, heads of penitentiaries, social assistants) aiming to support and promote the penitentiary reform.

Among the main objectives of this training we can mention:
1. Informing the participants about the current situation in the field of preparing the release of detainees;
2. Presenting the nature of the activity for preparing the release of detainees;
3. Exchange of experience between Romania and the Republic of Moldova concerning the activity for preparing the release of detainees.

The training activity has been structured in several sections:
- Overview of the current situation in the field of preparing the release of detainees from penitentiaries of the Republic of Moldova;
- Important aspects in organizing the programs for preparing the release of detainees;
- Ddeveloping the capacities of organizing the programs for preparing the release of detainees;
- Setting out the strategy for developing and implementing the programs for preparing the release of detainees from the penitentiary institutions of the Republic of Moldova.

Within this training have been participated representative of the Penitentiary Institution Department, psychologists and social assistants from all the penitentiary institutions of the Republic of Moldova and 3 international experts from Romania: Fetche Sorin Alin - under-inspector head of prison, Lucian Caciamac – social assistant.

In the first day there has been maid the general presentation of the new program in the field of preparing the release of detainees and their social re-integration, as well as presented the experience of Romania concerning the preparation for release, through different programs for preparing the release specific for the activity of the 2 categories of experts, social assistants and psychologists.

In the second day there have been presented the outcomes of the Needs Assessment Mission in the field of preparing the release of detainees, systemized by experts within the Institute for Penal Reform, as well as presented methods and work techniques in organizing the programs for preparing the release of detainees, afterwards having been organized the activity in workgroups for identifying the conditions and current possibilities in the prisons of the Republic of Moldova.

In the third day there has been organized the activity in workgroups for setting out the strategy of developing and implementing the programs of preparing the release of detainees from the prisons of the Republic of Moldova.
