Training 1. Negotiators
(January 30 – February 2, 2007)

One of the problems encountered by the penitentiary system of the Republic of Moldova is the conflicts, arising either between the prisoners and the prison administration or among the prisoners themselves. This has been the subject of the training organized in the period January 30 - February 2, 2007 by IRP financed by Penal Reform International (Bucharest) within the project “Strengthening the civil society: health and respect of human rights in the prisons of the Republic of Moldova”.

The activity “Training 1. Negotiators” has been carried out in the Conference room of “Jazz Hotel”, at which there have participated psychologists, social assistants and heads of sectors from prisons: Pruncul no.9 and Cricova no.15, that is persons, who by their daily activity contributed directly to negotiating possible conflicts. During the training the audience had the opportunity to learn about the experience of their Romanian colleagues in the process of negotiating the conflicts in prisons, report presented by the expert Mrs. Mihaela Sasarman.

The activity aim was to adapt the Romanian book “Negotiating conflicts in prisons” to the realities of the Republic of Moldova. Thus, the Romanian expert’s task was to make an evaluation whether the techniques and the practices for negotiating the conflicts, applied in Romanian prisons could be used in our prisons as well.

For the next day, a visit to Cricova no.15 prison was scheduled, in order to identify the conflicts arising there and the methods applied to settle them. After the discussions with the prison specialists it has been found out that different types of conflicts arouse there, which differed a lot from those in Romania, because of the detention conditions themselves and the system, resulting in the necessity to implement new techniques of negotiating conflicts in prison. In the result of the activities it has come to the conclusion that it was necessary to elaborate a new book on negotiating the conflicts in prisons, adapted to the realities from Moldova.

For the end of February and the beginning of March there it is planned to organize an activity, aiming at preparing specialists in the field of negotiating the conflicts in prisons.
