FIRM STEPS IN IMPLEMENTING THE COMMUNITY JUSTICE
In the middle of January the capital of Ukraine was for some days the host for the practical-scientific international seminar “The Experience of Implementing the Juvenile Justice in former socialist countries”. There participated at this forum specialists in the field from Kazakhstan, Belarus, Russia, Georgia, Poland, Bulgaria, Azerbaijan, Ukraine and others. The Republic of Moldova was represented by Mr. Igor Dolea, director of the Institute for Penal Reform, Mr. Vasile Rotaru, president of the European Forum of Juvenile Justice and Mr. Alexandru Cocarta, vice-president of the same institution.
Within the seminar the experts discussed about the achievements of their countries over the last years, as regards the implementation of the juvenile justice, the issues occurring in this field within the European stipulations, guaranteeing the access of juveniles to justice, the role of the judicial system in implementing the juvenile justice etc.
The majority of speakers emphasized the necessity of promoting the process of implementing the juvenile justice, justifying the strict boundary between the juvenile and the grown-up justices and the applying of new efficient methods in this line. Essentially, it was ascertained, that the existing problems are about the same for the majority of the former socialist countries, that is why the exchange of experience was necessary and welcome, as it was stated in addresses as well.
In the opinion of Mr. Igor Dolea the seminar represented a favorable action as regards the establishment of new partnership relations and common practical ways of implementing the juvenile justice by the judicial systems of the former socialist countries. Only this way it is possible to carry out a justice for the people interests.
