Preparing the detainees for release, according to some international models
On February 12-14, 2007 in Chisinau there has been organized the workshop “International models on preparing the release of prisoners”. The event has been organized by IRP financed by Soros-Moldova Foundation and the Swedish International Development Agency (SIDA).
The activity aimed to evaluate intermediately the activity of the services for preparing the release of prisoners from Pruncul no. 9 and Branesti no. 18 prisons. There have been also presented some international models on preparing the release of prisoners.
This activity represents the second workshop within the program of informing and training of specialists from prisons Pruncul no.9 and Branesti no. 18.
At the official opening of the workshop Mr. Igor Dolea, Director of IRP has emphasized the necessity of joining up the activities of the Moldovan specialists to the European models of preparing the release of prisoners. The head of the probation and institutional reform Department, Mr. Victor Zaharia has presented the program implemented by IRP in the field of preparing the release of prisoners and social reintegration of the released persons, and Mr. V.Toncoglaz, head of the Department for educative, psychological and social assistance activity within the Department of Penitentiary Institutions has reported about the activity of the socio-educative Service in prisons. After an exchange of views the audience has listened to the reports of two international experts: Mr. Jan van den Brand from Netherlands and Mr. Adrian Vulpescu from Romania on the conditions of carrying out the socio-educative activities in the prisons from the 2 countries. After their speech there has aroused a discussion about the principles of elaborating a mechanism which would make possible to implement more efficiently certain international models at his subject.
Within the following sections another Dutch expert, Mr. Theo de Groen has spoken about the stages and the individual plans of intervention in the process of social reintegration of prisoners and the role of other institutions in the fields of preparing the release, including the probation service. Mr. A.Vulpescu has reported about the psycho-social programs, carried out with juveniles within the rehabilitation Center from Gaiesti, underlying certain techniques and work tools. There have followed the reports of the counselors for preparing the release from prisons Pruncul no.9 and Branesti no. 18, based on practical activities.
In the last day of the workshop the participants have worked in groups, establishing the plan of interaction of the specialists of the socio-educative service with the other services from prisons.
