Community Justice – extension in the territory

Achieving the objectives of the millennium development means that our country should undertake efforts in improving the conditions in more sectors of the society. One of the problematic chapters is the one regarding the persons, who not so long ago were behind bars, but today they are among the citizens in the society. Obviously, they are in great need of help, in the process of the reintegration in the community. For this purpose, IRP has recently launched the initiative to create the first Community Justice Center in Chisinau. The large number of applications with different problems of ex-detainees has proved the correctness of the idea and IRP has gone further, creating new centers in the territory as well.
In this context, on 14 and 21 Of December 2006, IRP financed by the International Organization for Development Cooperation organized 2 workshops – in Causeni and Falesti consequently.
At the workshops the participated more judges, prosecutors, criminal prosecution officers, executors, representatives of the local public administration and members of territorial NGO’s, activating in the filed. The audience was acquainted with the probation concept, the national legal framework, as well as the results of the pre-trial and trial probation service for juveniles, implemented in Chisinau, Cahul and Ungheni. There followed analytical debates on the benefits of the probation service both for juveniles and for judges, prosecutors and criminal prosecution officers. A number of speakers emphasized the possible problems which could arise at the same time with the creation of the probation service in the 2 sectors.
The counselors for probation reported about the procedure of requests and the structure of the pre-trial report of psycho-social assessment of juveniles and its usefulness within the legal process. There were also discussions on the trial probation, assistance and psycho-social conciliation of the persons sentenced to non-privative and privative sanctions.
            The workshops aimed to expand the implementation of the probation institution in Causeni and Falesti sectors, as well as to take over successful models from the territories where the probation institution has proved to be useful. It is counted also on an efficient cooperation with the local public authorities, having been underlined certain tasks for each side in this line. Thus, it will be made a step forward in democratizing the Moldovan society.
