Round Table "Social Reintegration of Persons Released From Detention Facilities in Chisinau"

The round table "Social re-integration of persons released from detention facilities in Chisinau" was organized on July 12, 2007 by the Institute for Penal Reform with the financial support of Swedish International Development Agency (SIDA) and Moldova Soros Foundation within the project "STRENGTHENING CIVIL SOCIETY IN MOLDOVA: MARGINALIZED GROUPS. SOCIAL RE-INTEGRATION OF EX-DETAINEES".

At the Round table participated representatives of the state institutions involved in the process of social re-integration of ex-detainees, and namely: National Agency for Employment, Circuit Superior Courts, Directorates of Documentation of Population, Police Departments, probation Service, Territorial Medical Association.

The members of Chisinau Community Justice Center approached shortly the activities involved in the process of social re-integration of ex-detainees and the existing problems. These were some of them:

- Lack of dwelling place forbidding the ex-detainees to get employed;
- The inability to issue a visa for temporary domicile;
- The poor contact with the community;
- Lack of any motivation from detainees to participate at programs in preparing for release;
- Bad organization of the process of presentation and examination by the penitentiary committee of the applications from detainees on preparation for release;
- Poor involvement of the community representatives in the process of preparation for release of detainees.

Thus, suggestions for improving the present mechanism of social re-integration of ex-detainees already existing in Chisinau had been presented.
