Training Seminar for Monitors/Observers
On August 29-30, 2007 the Institute for Penal Reform in partnership with OSCE and ODIHR organized a training seminar for monitors/observers: monitoring the trials. The event was honored by the presence of the representatives of OSCE Mission in Moldova, as well as Mr. Louis O'Neil - ambassador, Head of OSCE Mission in Moldova; Mrs. Kristin Franklin - representative in the field of Human Rights, Mrs. Rita Tamm - Senior Advisor in the field of supremacy of Law, Mr. Lori J.Mann - expert, OSCE Mission in Moldova.
The agenda for the first day of the training included activities of general information and analysis concerning the Program of Monitoring the Trials in the Republic of Moldova and the Right to a Fair Trial - presented by Mr. Igor Dolea - University lecturer, Director of the Institute for Penal Reform. Another important subject approached during the seminar was the presentation of the Book published by OSCE regarding the Monitoring of Trials and the Analytical Half-Yearly Report of the Program.
The subject of the following day of the seminar resulted from the necessity to inform the participants about the significance of the general rules of conduct both of the judge, parties and other persons participating at the trial, as well as of the whole criminal process. At the same time, the conduct of monitors in the law court - rules, norms and attitudes was analyzed.
The abilities obtained during the 2 days of the seminar have been applied by monitors in a feed-back after a play of roles by framing a trail with a victim of human trafficking. Within the activity the participants had the possibility to notice the blunders and the rules of conduct broken by the judge, prosecutor and the lawyer. At the end of the day the observers filled up the questionnaires of assessing the knowledge with the discussion of the trial in the republic.
